What are the best speakers to enhance the sound of a notebook computer at a reasonable price?

I am looking for some speakers that are louder than the speakers that come with my Sony Vaio. Also speakers with a good strong bass sound (or at least stronger than the sound I get with the speakers I have now). The speakers would have to plug into a USB port or the headphone jack. Something less than $45 preferrably. They don’t have to be portable because I would only use them at my desk, so it’s okay if they have to have a seperate power source.
